Estimate and budget
Profit starts moving before cost reports show a problem. Scope assumptions, buyout expectations, production rates, allowances, exclusions, and estimate handoff decisions establish the baseline the project will spend months trying to protect.
Scope and change control
When field execution outruns notice, pricing, approval, and documentation, cost can become visible long before revenue is secure. The change log alone rarely tells the whole story.
Cost and commitments
Actual cost is only one part of exposure. Open commitments, pending subcontract changes, material escalation, rework, closeout cost, and uncoded obligations can shift the final result.
Billing and revenue conversion
Earned value is not the same as billed value, and billed value is not the same as collected cash. Underbilling, unbilled changes, retainage, disputes, and timing can obscure the true commercial position.
Forecast and closeout
The final margin depends on what remains—not only what has already happened. Cost-to-complete assumptions, unresolved changes, late costs, and closeout leverage determine whether the reported margin survives the finish.
